- Spawning algorithm rework for both camps and barbarians.

- Barbarians now properly spawn on snow and on blocks with grass or flowers.

- Likewise, the camps can now be built on said positions (placement during world gen is not affected, because blocks such as snow and grass are placed later).

- Barbarians can no longer build camps if the new game rule is set to false.
