Well Toppers require continuous unbroken well shafts below them to function. The exact depth varies from place to place so feel free to experiment. Also if the bottom most block of your well shaft is waterlogged you get a 10% production bonus.
Wells are topped with a Well Topper. This is where you can retrieve your well water via bottle, bucket, or fluid pipe.
