Auto Welcome Back

- Added were the first person to get a message in chat is the only one whose Welcome Back message is sent (uses RNG so it's not ping based). 

- Does not send a welcome back message if a player logged in the previous 5 minutes

- Added 3 different Welcome Messages

- Welcome Back Message now has 32 variants

- Added /toggleWb which toggles whether to send welcome back messages

- Added /toggleWelcome which toggles whether to send welcome messages

- Added a config file which allows your settings for the above commands to be saved inter-session (intra-session in memory)

- Removed Debug Messages

- Removed Herobrine
