Atmospheric Rain Backport

This mod brings the rain effects from the Chase The Skies update to 1.21.1 NeoForge. The rain effect is smoothly applied to the player when they are exposed to rain/snowfall, and it is removed when they take shelter indoors.

Compatible with performance mods such as Embeddium and Sodium, it should be compatible with shaders without any issues. I’ve tested it with Complementary Reimagined shaders and it works perfectly.
