Added config shtuff
-Allow/Dissallow use of items similar to COMBAT Gear items
-Allow/Dissallow use of items similar to UTILITY Gear items
-Allow/Dissallow use of Spell Book
-Enable/Disable Spell Cooldown
-Cooldown multiplier
-Cooldown flat change (not affected by multiplier)
-Change how much Upgrade branches cost in total (Branches smaller than 4 are modified a bit)
