Runtime resource generation. Ported 1.21.1+

An api for fabric that allows for the generation of resourcepacks at runtime via code. This allows you to add recipes/loottables/models/blockstates without json and in code, as well as allowing conditional resources. All while being compatible with normal resource packs

Ported ARRP for new MC versions.
