Balance
- Charges weakened: 55% damage, 85% speed, 70% knockback, 35% freeze, 50% ignite
- Both cooldowns unified at 1 second
- Driftcloud deals no damage, knockback only
- Scepter drop chance depends on whether crafting is available: 0.5 without, 0.2 with
