completed oxygen vent / co2 scrubber
the scrubber consumes energy and can be placed next to oxygen vent to reduce gas consumption
the oxygen vent can use nitrogen to increase pressure and oxygen to make it breathable
added config json files for client and server config (server config will be synced to client, client config can be edited by client)
reload command can reload config at runtime
