Hopefully this should fix the problem of if you add the datapack after selecting a race, you won't see the reroll message or be able to reroll at all.
If you update this in an existing world then everyone will get rerolls since the detecting system has changed.
- Changed from a scoreboard system to a tag system
- Ensure config is always setup
