Team Lives

Added new player command:
/trigger addlife
Will increase players life by one if holding nether star in offhand and consume it

Added a way to automatically turn grace period off after a configured amount of time.
/scoreboard players set GracePeriodCountDown TLConfig <1-6>
1= 5 minutes
2= 10 minutes
3= 20 minutes
4= 30 minutes
5= 1 hour
6= 2 hours
When grace period is at 5 or less minutes a coundown in seconds will appear along side Grace Period indicator

Added new way to toggle grace period on/off
/function teamlives:gracetoggle
Has sounds and uses title

Added sounds and particle effects to both player commands for better positive and negative feed back.
