Respects your config settings or otherwise sets the shiney rate to double the normal rate for outbreaks.

Sets biome locations and y levels for outbreak spawns to locations the same or similar to base Cobblemon whenever possible. (No pidgey outbreaks down on the bedrock)

Sets min/max level ranges in accordance to levels encountered within base cobblemon/popular addons.

This version includes exclusively vanilla Cobblemon rewards, exp item drops and ability patchs/capsules.
