Added global particle enable/disable

global speed
/scoreboard players set polr.settings speed <1-5>

player speed
/scoreboard players set <playername> speed <1-5>

global particle
/scoreboard players set polr.settings particle <0-1>
0 = particles off
1= particles on

The highest value of the two speed configs is what determines the speed amplifier.
