Netherite Without Templates

• Completely rewrote the data pack, a lot of things were broken.
• Pack overlays have been added for every data format change, making it easier to add mod support and isolate issues.
• The default data folder only contains the recipes for 1.20(.1) instead of that and 1.21.
• Loot tables are no longer modified.
• The dupe recipe is no longer replaced. This is to allow mod support for recipes which call for it in anything but smithing.
• The recipe to craft an upgrade into a diamond is now within a data pack-specific namespace.
