Smithing resets existing enchantments on the base elytra. This is by design, for balance purpose.

The elytra is incompatible with Unbreaking and Mending.

Design: more solid and fireproof, worse falls and a bit more gravity. A trade-off for protection and solidity.

Items with Unbreakable cannot be combined with another elytra on the anvil (vanilla limitation and intentional).
Extra enchantments (like Lullaby's Flight) should be applied via enchanted books, not by merging two elytras.
