When crafting the ender paper, rename the item into an anvil and change its name to the name of the player you want to teleport to. When you click it you will teleport to it.
It has a 1 second coldown between each teleportation and has a maximum capacity of 80 uses per role.
Your crafting is simply a paper and an ender pearl
