• Updated the ocean monument structure build

Fixes

• Ocean monuments now generate at a fixed height and have terrain adaptation to make sure they generate fully submerged.
• Now requires a resource pack to work properly. The prismarine nautilus and prismarine flesh need this resource pack to visually appear correctly.
