cats dont drop string

a datapack that does a single thing: removes string from the cats loottable
i never liked that cats drop string while wolves/dogs drop nothing. cats dropping string gives incentive to kill them, and it makes me sad :(
so i fixed it for myself. a very minimal datapack. all it does is overwrite the cats loottable to be blank.
