Added some viability to hoes, and some bugfixes:

 

- Added a brand new ability for Hoes. Kills using Hoes now heal you for two hearts each kill.
- Added a system where settings are automatically imported when updating mod version.
- Fixed a small issue where Authority 100 Achievement would cause console errors on servers, and also not exist.
- Fixed small issue with Armor 40 Achievement listing that you can cast "Star Storm" incorrectly.
- Fixed wording issue with Dexterity 1, as "Critical Strike" is given to both swords and hoes.
