Made some important configurability options available:

 

- Added clickable text that you can use to configure settings. This text will appear when you first load a new version of the datapack. For server owners, or anyone who want to reconfigure, simply type "/function spegtunerpg:configtext" to have the config text appear again. NOTE: YOU MUST HAVE CHEATS ON TO USE THIS!
- Added configurability for the average level list in the tab menu. This is set to NO by default now, but will still be on for players with an older version.
- Added configurability for the level leaderboards that cycle. This is set to YES by default as it has been, but is not able to be turned off.
- Added version control to the global config dealer, which will have its uses in the future.
