Spawner Restoration

• Added automatic restoration of broken mob spawners after a configurable delay.
• Default restoration time is 3 minutes.
• Preserves the original spawner NBT and mob configuration.
• Restores the spawner even if another block is placed in its original position.

Persistent Restoration

• Pending spawner restorations are saved persistently.
• Spawners scheduled for restoration survive server restarts and world reloads.
• The remaining restoration time is preserved when the server is restarted.

Chunk Management

• Automatically keeps chunks containing pending spawners loaded.
• Supports multiple pending spawners within the same chunk.
• Forced chunks are automatically released after all pending spawners in that chunk have been restored.
