Perms++ A permission datapack

Redesigned banning completely:

       Banning no longer works off of vanilla /ban

      This works on all servers, realms, maps, and LAN games

      There is now a /unban command to unban (works even when the player is offline)

      Uses markers so is only 1.17

Super Admins

      This was a feature you probably would have seen if you combed through the perms++.txt permissions file

      Changed the name from admin to super admin

      Can force ban which will ban regardless of the players rank/order

      Can set their order using /trigger order

      Can add/remove Super Admins

      To make yourself a Super Admin you must be a server op or have it done through console by using /execute as {Player Name} run function permsplusplus:commands/permsplusplus/force_add_super_admin

      If a Super Admin is banned they don't lose any perms so can just /unban themselves

Commands that only work on servers are now separated to not cause issues
