Paint's Insomnia Tracker

Changes since v1:

* Tracker now tells you that phantoms will never spawn, if:
     * Difficulty is Peaceful, or
     * gamerule doMobSpawning is false
* Tracker will tell you if you need to sleep before you can get an accurate tracker.
     * This happens when you start using the datapack some time into gameplay, as opposed to enabling the datapack at the "Create world" screen.
* Logo is higher quality.
* pack_format is now 7 so the game recognizes it is consistent with 1.17, but it will still work in 1.16.5.
