Paint's Experience Attraction

Changes since v2:

Since I tied the attraction of xp to using your pickaxe's durability, having the Unbreaking enchantment meant that it wouldn't attract xp as often. My bad. I re-wrote the whole system by which xp is attracted when you mine, and while it's not as elegant, it works really well! I maintained my stance on not using tick functions and this is still multiplayer friendly.
