Water Sensor

1.02 - Oops! Left in debug feature where it places snow blocks wherever water is shown to be evaporating. Removed.
1.01 - Fixed a problem with plugin.yml not loading the correct main class.

• Switch flickering when water starts draining next to the sensor.
  
• Does not detect that the water switched off when two water blocks drain fully at the same time.
