Some servers are having an issue with 1.4.2 where all their players walk extremely slowly or the world is upside-down.
This issue is documented below, although it seems rare.

This plugin is a quick-and-dirty fix for the issue.
Simply sets players to the default walk-speed, not sneaking, and not sprinting at login.
Players only need to join once, and the effect will be permenant.
If you have a small number of players, if they all join once, you can remove the plugin and the effect will remain.
