PERMISSION
ultimaterepair.vip -> The people/groups have that command they'll get the plugins power!
ultimaterepair.reload -> Reloading permission. Advice:Only staff.

Tested @ 1.7.X and it worked.
Tested @ 1.7-1.8 didn't work.
Tested @ 1.8 Didn't work but when we enable Java 8 It worked!
Plugin has coded by me with craftbukkit 1.8 API,
