Toxic Water 2

- The "time" option in the config should be working properly now.

- An option for "Toxic Water Bottles" has been added into the config .

- The plugin should now work just fine for the most recent version of bukkit. (CB 1.6.4-R2.0)

- Sorry I've been away for so long, I've been busy with college applications for the past few months now, I hope to continue to update this project regularly seeing that interest in it has increased considerably (last I saw it had like 500 downloads, now it has 2,100).

- /help Toxic Water 2 returns "unknown chapter"

- No delay when PlayerInteractEvent is called using water bottles (will fix next update).
