Additions

• More configuration options - choose exactly which plots to apply this to; see TownBlockStatus for more information on this
  • Should automatically append values to your existing configuration without changing existing values - if it does not, see default configuration
• Easier way to use colour codes
• Renamed a permission (townynotifier.* -> townynotifier.commands) due to issues with permissions plugins assuming that townynotifier.ignore is included in this even if it is not defined so in plugin.yml

Changes

• Config options moved to own class
• plugin.yml expanded, including properly defining Towny as a dependency, adding description and such
• Minor bugfixes

Compatibility Tested with:

• CB 1.5.2-R0.1 and CB.5.2-R1.0
• Towny v0.83.0.0
• PermissionsEx v1.19.5

I don't see why there would be any issue using another permissions plugin, or an earlier version of Towny or CB, or any conflict with another plugin - however, if you want me to test it on any specific CB or Towny version, or with any other specific plugin (especially if you seem to have a compatibility issue between TownyNotifier and that plugin), please let me know!
