- Fixed a bug that allowed to get exp if you lag

- Added /tep choicedefault to choise B (bukkit) , TL (tekkit litte) or TM (tekkit main)
- Added Chunksloaders in config file
- added alwaysblocked blocks in config file (handy for if you server gets hacked they can't place harmfull blocks in your spawn)
- /tep checkforcedchunks to find chunkloaders in the map.
- /tep unloadforcedchunks to find and replace the chunkloaders with a chest containing that chunkloader.
- Choised to skip 1.4 because 1.4 got lost somewhere on my computer and i wanted to have a complete plugin to
