Removing old configuration file is recommended.

- Started working on rewriting replacer in messages to be more powerfull
- Added AdminCensor option - allows to censor administrators with permission. Censored admins won't be receiving Penalty Points.
- Changed RegEx system, its now more accurate in detecting which word triggered the system

Some problems with replacer. I recommend not using replacer until new update with more fixes for this function.
