Make sugar cane farming resemble other forms of farming, rather than just exponential growth.

Changed permissions slightly
When bone meal is used to grow the sugar cane, and when it's broken or harvested, it doesn't cause a block update. Also, a block update on bone meal grown sugar cane will cause it to disappear.
