This is a wilderness plugin that is configurable, you can alter the cool down and the distance they travel!
Allows players to travel far distances in any direction (Accept up) and helps with faction servers who are having problems with outer spawn world griefing, if you want them to only use the command in spawn use WorldGaurd and set the command /wilderness to only be used in the locations of your choosing.
/Wilderness - Teleports a player any given amount of blocks within the configuration block Distance
By default: cooldown: 120 distance: 3000
cooldown is in second and distance is in blocks
