Allows users to purchase advertisements for their shops to be run at regular intervals on a server.

Ported to 1.13
Done preliminary tests on 1.13.2
Keep in mind that this requires two things to fully work:
- Vault
- Currency/Economy Plugin that utilizes vault
Off the top of my head, I can't think of an economy plugin that utilizes vault and supports 1.13, so I can't fully test this build until I either find one that works or get around to building my own economy plugin.
