Most random teleportation plugins do exactly that. A lot of the time, one gets teleported into a hill, or a lava pit. Or perhaps 15 blocks in the air.
With this plugin, players can use /rtp, /stp, or /wild to teleport randomly and safely with a default radius of 10000 blocks centered where you are. This means, you'll always end up at a nice, cozy location. It also makes sure you don't teleport next to cactii.
Commands can also take in two arguments, a minimum and a maximum radius. By default, the minimum is 0 and the maximum is 20,000,000.
Cooldowns between usage can be configured, and the option to allow players to teleport to unloaded/unused chunks can be toggled in config.yml
