Rules Agree (with multiverse support for Rules World)

This is the first release for the V2 build of this plugin
This allows the plugin to interface with the new backend for updates and stats (https://plugins.pomtom.co.nz)
It also brings the version number in form with industry standards (Major.Minor.Patch)

This update will require a re-generation of your config files
To update, please take a copy of your RulesAgree folder in your plugins folder.
Then delete the folder, replace the Jar file with the V2 build, and restart your server then shutdown
Go back to your RulesAgree folder, and edit the configs again, you can copy sections from your old config if they are the same, or for new options, just edit as required.
