You need the JRuby runtime version 1.6.x for this plugin to work.
Go to http://jruby.org/download, download the JRuby 1.6.5 Binary tar.gz or zip file, extract the file lib/jruby.jar from it and place it into the plugins configuration folder (plugins/RubyBukkit).
