RPG Lobby

- added the config option InventoryLoss: {true/false}
- added the ingame command /lobby iloss to toggle whether players lose their inventory when entering lobbies
- added the perm lobby.iloss to control wether players can use the /lobby iloss command
- added the ability for admin to set the time needed to enter a lobby (existing lobby's will need Time: # put into the config)
- new lobby creation command </lobby set lobbyname #> where # = the time in seconds to enter the lobby
