Added ability to set individual delays for specific players (and clear those delays later if needed)

Added delay_in_seconds to config. Set it to a positive number, and right clicks will have a cooldown between them giving items. Set it to 0 or negative to disable. Also added command /rightclickgivesitem delay <delay_in_seconds> to set the value immediately.

Initial Release

Can get funky if you are holding a placeable stack when you right click. I'd recommend using this with bare hands or a tool or somesuch to start. If this becomes an issue for people, I'll fix it.
