a play with the right permissions can do /report (Player) (Reason)
How do I know if there's been a report?
Well, this is probably the coolest part. If you go to the config for the plugin, every time a player reports someone a message a thing comes up into the config that says this - - Effiej123 = = Spaming. The config is if you download a plugin and go into the plugin info, its there.
Permissions
Report someone = report.player Reload with plugin = report.reload
