Allows users to send emergency reports to admins via iOS/Android Pushover clients.

This is the initial release.
This can be abused if untrusted players are given the permission to use this, as they can repeatedly generate requests and flood the application API threshold. If you feel secure with a group of users having access to it, give only that group permission to use it.
