ReplaceThatCaps v1.0 will prevent users from typing everything in caps.
Features
Messages that are 55% caps or greater will be replaced with "I used too many caps!".

- Allow percentage of caps blocked to be controlled.
- Add permissions.
- Warning system that auto kicks the player that writes more caps then the percent configured.
