+ added auto-updater (inspired by Gravity's Updater)
+ changed update notification system site to dev.bukkit.org (the old site will not be updated anymore)
* fixed a bug which causes a NullPointerException when trying to define a region on a blacklisted world
* automatic region definition doesn't work (except for /rm info)
