redProtect

First release in a while, updated item frame permissions, and fixed some ages old painting bugs that I had forgotten about. The vault code is a bit nicer now, as well as a few other messages and odds and ends.

Code has all been published to <Github>

Now requires vault (dev.bukkit.org/server-mods/vault) to run.

WARNING: May be incompatible with <1.9.2 regions. This issue is being looked into, but I've received reports of it!
