This plugin removes rain.
/rain on (normal minecraft weather)
/rain off (never rains)
permissions: rain.set (allows access to /rain)

enabled: true or false
false = rain
true = no rain
It is really that simple. Made for bukkit 1.8. May be compatible with 1.7.10, haven't tested.
