0.4 version of RageBan. Tested with 1.3.1, CB 1.3.1-R1.0 and CB 1.2.5-R4.0. May work on other versions but not tested yet.

Added in game configuration, /ragecfg. Really simple and easy to use.

Added McBans support.

/annoy commands are not complete, semi dev build because I just wanted to get something out with McBans.
