Additions

• allowed "ANY" boss name in boss objective command
• added permission node option for playerkill objective
  • usage: "p:<permission_node>" as name
• added time to quest and questnot conditions
  • player must (not) have competed specified quest in the last X seconds
  • syntax: /q condition add quest(not) [t:<time in seconds>] <quest name>
  • default time is 0 - no time restriction

Fixes

• fixed spawn event resetting amount to 1 after restart
• fixed effect duration being accepted as ticks, not seconds
• fixed error when deserializing NPC objective without citizens 2
• fixed item objective not loading properly
• fixed playerkill triggering on NPC kill
• fixed issue with quest renaming
• fixed error message when completing quest without objectives
