PurchasePermissions

- All strings are localized now (currently only english available).
- Added optional buy permission to use the buy command. off by default.
- Added permission option to require the buy permission to buy that permission. (overrides the global useBuyPermission option).
- Fixed the reload command not reloading the config file.
- Added chat flags for when a permission needs buy permission.
- Localized 'Unlimited' text for uses/duration messages
- Moved permissions config to new permissions.yml file.
- Added test to see if MySQL can connect on startup, if not it'll shutdown.
- Added french locales.
- Fixes issue with checking unlowercased names.
- Buying a permission for someone else should immediately give it to them now.
- If you already own a permission, you won't get a deny msg when buying it for someone else.
- The person receiving a permission will get a message saying so.
