Fixed issues with permanent and temporary mutes conflicting with each other

Changed config.yml

• Spelling mistakes fixed
• Added option to auto-download new plugin updates (default is off)
• Format for messages look better, more professional in game.

Added auto-updater:

• Default in config.yml is off, if you decide to turn this on then new versions of the plugin will automatically be downloaded.
• If disabled, console will be notified upon enabling that there is a new version
• Those with the permission punish.update will be notified upon joining server there is a new update available
• You can update via game or console using /punishmentsupdate (requires the punish.update permission node)

In Progress - not in this version

• Allowing server administrators to make providing reasons mandatory (will be able to toggle)
• If no reasons are provided with punishments then providing them with a default message
• A bypass permission so that moderators banning other moderators is avoidable
