This plugin allows you and your players to get potion effects without brewing, you only need Permissions or Op's if you don't have permissions.
To use permissions you'll need a permissions plugin, with Vault.

Permissions or OP

If permissions are found in this plugin, permissions will be enabled and used, operators will else get access to the commands.
IF PERMISSIONS ARE ENABLED OPS WILL NO LONGER BE ABLE TO USE THE COMMANDS (PlayerName) is ALWAYS optional

Commands:

poc: Standard command, always used as the first word, this requires the poc.use permissions if you have permissions enabled or OP status
poc (PlayerName) <effect> <duration> <amp> : Used to give players potion effects
poc removeall (PlayerName) : Removes ALL the potion effects of the (targeted) player
poc nofood (PlayerName) : Depletes the food level of the (targeted) player
poc food (PlayerName) : Gives the (targeted) player his food level back
poc updatecheck : Sends the sender of the command a message that tells if the plugin should be updated
This plugin automaticly advises you to update unless you disable this in the configuration. This is enabled by default.

Permissions:

poc.use : Permission to use all the poc commands.
poc.effect : Permission to use the effect command.
poc.remove : Permission to remove potioneffects.
poc.update : Permission to request updateinformation.
poc.food : Permission to get high food level
poc.nofood : Permission to deplete food level.
Permissions can be used to allow the use of commands that from which the effects will apply to another player.
This can be done by simply putting poc.permissions.other after the permission.
