Penalty

New command added: /penalty info
PlayerID class added and replaced UUID

all the players get the lines with no prefix

denies the target or the caller, even both from getting the msg
flags are:

• [@no-target] / [@notarget] / [@nt] - for deny the msg from the target
• [@no-caller] / [@nocaller] / [@nc] - for deny the msg from the caller
